Description:	This Nodal Protocol Revision Request (NPRR) clarifies the eligibility for Pre-Assigned Congestion Revenue Rights (PCRRs) subject to changes over time in contracts, Entity relationships, and resource status and capabilities.
Reason:	Additional clarity is needed in the ERCOT Protocols on the governing rules for PCRR eligibility as customer relationships have changed, resources are upgraded/mothballed/retired, and contracts are extended or terminated. ERCOT submits this NPRR to clarify the circumstances in which PCRRs will continue to be eligible versus when that eligibility is partially or totally forfeited.
