This section contains guides and documentation to assist Transmission Service Providers (TSPs), Distribution Service Providers (DSPs), and Interconnecting Large Load Entities (ILLEs) through the Batch Zero interconnection process for Large Loads to the ERCOT System. Entities wishing to interconnect a load facility of 75 MW or greater through the Batch Zero process should consult PGRR145 to determine their eligibility path. The guides and documents on this page are used as part of the interconnection process.

Batch Zero Load Information Form (LIF)
This Workbook is designed to support a consistent and organized review process for determining whether a Large Load project satisfies the eligibility and documentation requirements associated with ERCOT’s Batch Zero interconnection framework. The workbook serves as a centralized tool for tracking applicable submission items, documenting validation activities, and supporting the final submission process to ERCOT.
The workbook supports coordination and validation activities but does not replace the underlying evidence, attestations, forms, or ERCOT determinations associated with each eligibility requirement. The Interconnecting TSP must submit this workbook and all required submission items (cc'ing the DSP and ILLE on the submission) to ERCOT by July 24, 2026.

Form X
This form designates the Large Load and associated generation as a Withdrawal-Limited Private Use Network (WLPUN) for purposes of the Batch Zero interconnection study.
The ILLE, the Interconnecting Entity (IE) or Resource Entity, and any additional customers associated with load behind the same Point of Interconnection (POI), where applicable, must complete, execute, and notarize the form. The completed form must be submitted to the Interconnecting DSP or TSP by July 10, 2026, and the Interconnecting DSP or TSP must submit the form to ERCOT by July 24, 2026.

Form W
This form is the ILLE’s declaration of intent and commitment to have the Large Load evaluated as a Provisional Controllable Load Resource (PCLR) in the Batch Zero interconnection study. Submission of Part A initiates PCLR treatment for the Large Load and reflects the ILLE’s acknowledgement of the associated obligations.
The ILLE must complete, sign, and notarize Part A and submit it to the Interconnecting DSP or TSP by July 10, 2026. The Interconnecting DSP or TSP must then submit the form to ERCOT by July 24, 2026.

ERCOT Affiliate Attestation Form v2
This Affiliate Form must be completed by an authorized representative of the designated Interconnecting Large Load Entity and an authorized representative of the Affiliate identified below. The authorized representative may be the same individual for both the Designated ILLE and Affiliate. The Designated ILLE is providing this Form in support of its eligibility determination under the ERCOT Batch Zero Process for Large Load Interconnection. The Designated ILLE should record reliance on an affiliate in the first reserved field in Section 4 of the Batch Zero Load Information Form. If the Designated ILLE is relying on multiple affiliates to satisfy the eligibility criteria, then it must submit a separate Affiliate Form for each affiliate. All fields must be completed unless otherwise noted. This Form must be returned to the Interconnecting TSP or Interconnecting Distribution Service Provider DSP, as applicable, with the Designated ILLE’s other eligibility materials by the date specified in PGRR145, Batch Zero Process for Large Load Interconnections.

ERCOT Interconnecting TSP Dynamic Stability Study Form v2
This Section 9.2.2.(3) Form must be completed by the Interconnecting Transmission Service Provider (TSP) for a Large Load that has a dynamic stability study on or before July 10, 2026. The Interconnecting TSP provides this Form in accordance with Electric Reliability Council of Texas, Inc.’s Planning Guide Section 9.2.2(3) as stated in PGRR145, Batch Zero Process for Large Load Interconnections. All fields must be completed unless otherwise noted. This Form must be returned to ERCOT on or before July 24, 2026.

This Section 9.2.1.1(1)(b) Form must be completed by an authorized representative of the designated Interconnecting Large Load Entity.
