Description: This Nodal Protocol Revision Request (NPRR) clarifies the responsibility of Qualified Scheduling Entities (QSEs) to telemeter the Ancillary Service Resource Responsibility for each Resource in Real-Time.
Reason: ERCOT performs studies on the deliverability of Ancillary Services as part of its responsibilities in the Operating Period described in Section 6.4.8.1, Evaluation and Maintenance of Ancillary Service Capacity Sufficiency. Just as the status of Resources is studied for having sufficient capacity based on QSE provided information in the Current Operating Plan (COP), a similar study to validate the deliverability of Ancillary Services from those Resources is also performed on the Ancillary Service Resource Responsibility information provided from the COP. Any changes to Ancillary Service Resource Responsibility subsequent to the study must be communicated to ERCOT to assure continued deliverability of Ancillary Services. As such, this NPRR clarifies that QSEs may only change the Ancillary Service Resource Responsibility that was previously presented in the COP in the time window beginning 30 seconds prior to the five-minute clock interval and ending ten seconds prior to that five-minute clock interval. QSEs must communicate such changes to ERCOT via telemetry.
