Description:
This Nodal Protocol Revision Request (NPRR) implements an Alternate Baseline Test to determine if an Emergency Response Service (ERS) Resource can qualify to have its performance based on the alternate baseline and changes the availability performance metric from a Qualified Scheduling Entity (QSE) Portfolio Factor combining all ERS Time Periods to having an individual QSE Portfolio Factor for each ERS Time Period.
