Description:	This creates an SCE Performance Charge to replace SCE Performance monitoring.
Reason:	This performance charge creates a financial incentive for QSEs to maintain minimal SCE. This will create a more objective measure of performance than the unclear consequences that exist with the current SCE Monitoring Criteria.
