Description: This Nodal Protocol Revision Request (NPRR) adds "Independent Market Information System (MIS) Registered Entity" to Section 2.1 and Section 22, Attachment A. By doing so, the Standard Form Market Participant Agreement would bind Independent MIS Registered Entities to the Nodal Protocols and, in particular, provisions in Section 16.12.
Reason: The Nodal Protocols envision providing "registered users" access to MIS Secure Area (see Section 2). However, there are no contracts currently in the Protocols that would bind registered users to provisions in Section 16.12 associated with managing Digital Certificates. This NPRR corrects that situation by adding Independent Market Information System (MIS) Registered Entities in the Standard Form Market Participant Agreement. In the absence of this NPRR, consultants, power marketers, aggregators, consumers, universities - any Entity not listed in the Agreement - are unable to access the MIS Secure Area. These same Entities are currently able to get access to the planning and operations information (having similar network information) by registering with ERCOT.
