Description: Allow all QSEs, whether they represent Resources, Loads, or both, to procure AS in the Day DAM.
Reason: In today’s zonal market, Resource Eentities can, if they choose, procure AS from ERCOT. This functionality was inadvertently omitted in the nodal design. Currently, the nodal design only allows QSEs with AS Obligations the option in the DAM of either: 1) self-providing, or 2) procuring all or a portion of their obligation from ERCOT. This NPRR would allow QSEs with AS responsibilities, i.e., Resource Entities, the same functionality.
