Description: This Nodal Protocol Revision Request (NPRR) extends Pre-Assigned Congestion Revenue Right (PCRR) eligibility for certain wholesale supply over the high voltage Direct Current Ties (DC Ties).
Reason: Current Nodal Protocols have been interpreted by ERCOT Legal Staff to exclude from PCRR eligibility resources supplied over high voltage DC Ties. While the resources on the non-ERCOT side of the DC Ties are network resources, the energy arrives into ERCOT at specific points — the North and East High Voltage DC Ties. The DC Ties should be treated as Generation Resources for the purposes of PCRR allocation because imports into the ERCOT System across the DC Ties deliver energy and capacity to the market as if the DC Ties were Generation Resources. ERCOT currently treats high voltage DC Ties as Generation Resources for the purposes of calculating and assigning the Nodal Implementation Surcharge (NIS), therefore, granting PCRRs to high voltage DC Tie Resources is consistent with current ERCOT practice and zonal Protocol Section 9.7.6, ERCOT Nodal Implementation Surcharge, and Nodal Protocol Section 9.16.4, ERCOT Nodal Implementation Surcharge.
