Description:	This NPRR adds language and formulae that describe how ERCOT shall settle CRRs when ERCOT is unable to execute the Day-Ahead process.
Reason:	The nodal Protocols do not specifically address how ERCOT should settle CRRs if there is not a Day Ahead Market.
