Description: This Nodal Protocol Revision Request (NPRR) removes Reliability Unit Commitment (RUC) Clawback on all Half-Hour Start Units (a) that participate in the Day-Ahead Market (DAM) and (b) during Energy Emergency Alert (EEA) events. This NPRR also changes the RUC Clawback on all Half-Hour Start Units that did not participate in the DAM to 50%.
Reason: At the March 24, 2010 Wholesale Market Subcommittee (WMS) meeting, WMS considered NPRR207, Hour Start Unit Deselection and Half Hour Start Unit RUC Clawback. After discussion, WMS voted to split the Hour Start Unit deselection and the Half-Hour Start Unit RUC Clawback concepts into two separate but linked NPRRs to enable ERCOT to implement the deselection portion by the Texas Nodal Market Implementation Date (TNMID) and the RUC Clawback language as soon as possible but not necessarily by the TNMID. For the purposes of clarity WMS has submitted comments (3/31/10 WMS comments) on NPRR207 to restore the RUC Clawback language in Section 5.7.2 to the current Nodal Protocol language, since the RUC Clawback revisions originally proposed in NPRR207 are now included in this NPRR. NPRR207 and this NPRR must be treated as a pair.
