Description: This NPRR changes the requirement to post "Other Binding Documents" from the Market Information System (MIS) Secure Area to the MIS Public Area.
Reason: The current "Secure" requirement appears to be a possible error. Other Binding Documents should be in the Public domain and accessible by all current and potential Market Participants. To place these documents in the Secure Area would greatly increase the MIS Nodal project budget. Security is required for certain documents on an individual basis, not a company basis. Placing all documents on the Secure MIS would require sign-on access and management of that access for any Market Participant employee wishing to view those documents. This requirement would be burdensome for Market Participants and ERCOT. If the Security requirement remains, a process and policy would be required to implement it which, by definition, could be posted only on the Secure site and not accessed by any potential Market Participants.
