Description: This NPRR allows ERCOT to conduct unannounced testing of Black Start Resources and further proposes language changes that would allow a Resource Entity representing a contracted Black Start Resource to request that an alternate Generation Resource substitute in place of the Black Start Resource if the alternate Generation Resource meets testing and verification under established qualification criteria to ensure Black Start Service.
Reason: This NPRR is needed to make the test requirements for Black Start Resources more consistent with the North American Electric Reliability Corporation (NERC) Reliability Standard EOP-005-1, System Restoration Plans, and to provide a way for a Resource Entity to propose the alternate Generation Resource during the contract period.
