Description:	This System Change Request (SCR) will convert the power balance penalty from a fixed value to a curve that is applied on a MW basis.
Reason:	Market Participants, through the Congestion Management Working Group (CMWG), request this change to avoid high prices during power balance violations for small MW values. This SCR proposes to add the functionality to implement a curve instead of a fixed value for the power balance Shadow Price cap. This revision is needed six months prior to go-live. The final determination of policies for setting the Shadow Price Caps will be approved through the Protocol Revision Request (PRR) process.
