This Nodal Protocol Revision Request (NPRR) clarifies that for Qualified Scheduling Entities (QSEs) managing Combined Cycle Trains, self-commitment of combustion turbines, in addition to a configuration committed by Reliability Unit Commitment (RUC), may be priced at values other than the System-Wide Offer Cap (SWCAP) and should precede RUC-committed MW in merit order on the Energy Offer Curve for the entire Combined Cycle Train.
The current language in Section 126.96.36.199 does not address the requirements of administrative pricing for self-committed combustion turbines in addition to a RUC-committed configuration.
