Description: This Nodal Protocol Revision Request (NPRR): Clarifies the COP reporting requirements for a Quick Start Generation Resource (QSGR) that is providing Off-Line Non-Spinning Reserve (Non--Spin) Service in an amount that is greater than High Sustained Limit (HSL) minus Low Sustained Limit (LSL); and Removes the requirement for a Qualified Scheduling Entity (QSE) to contact the ERCOT Operator to request a "manual override" when a QSGR it represents is first deployed by Security-Constrained Economic Dispatch (SCED) from a zero Base Point to a Base Point that is less than the QSGR’s physical LSL. Emergency operations Settlement provisions for QSGR deployments by SCED will be managed internally by ERCOT.
Reason: The process changes included in this NPRR: Clarify the QSE’s responsibilities in regard to its QSGR Resources that are providing Off-Line Non-Spin; and Reduce the communications demands placed on the QSE and ERCOT Operators to accommodate the application of the emergency operations Settlement provisions.
