Description: This Nodal Protocol Revision Request (NPRR) removes a duplicate requirement for ERCOT to plan reactive Resources and also removes an unassigned and vague requirement for a compliance process.
Reason: The language in paragraph (c) of Section 3.15.2 requires the "ERCOT Regional Planning Groups or Transmission Planning" to perform Reactive Power device planning. The Regional Planning Group (RPG) is not the appropriate group for performing this type of analysis. Additionally, "Transmission Planning" is not defined in the Protocols and if "Transmission Planning" is interpreted to mean ERCOT Planning Staff, this is inherently required as part of the Five-Year Transmission Plan that is required by the ERCOT Planning Charter and Procedures (RPG Charter) which will soon be incorporated into the Protocols (via NPRR292, Add Key Provisions of RPG Charter to Protocols) and Planning Guide. Paragraph (d) of Section 3.15.2 attempts to impose a compliance program, but does not identify the Entity responsible for enforcing the program.
