Description: Implementing this Nodal Protocol Revision Request (NPRR) will support the interim settlement of all provisioned Advanced Meters using actual fifteen minute data, the same way Interval Data Recorder (IDR) meters are settled today, until the long-term solution developed by Project 34610, Implementation Project Relating to Advanced Metering, or future rulemakings is implemented.ERCOT and the Public Utility Commission of Texas (PUCT) have developed a Request for Information to investigate the long-term solution to advanced meter settlement and data transport. The PUCT unanimously approved the "Scope of Work" of the long-term study on May 22, 2008. See P.U.C. SUBST. R. 25.130(h), Advanced Metering.
Reason: Advanced Metering Systems (AMS) will begin deployment after PUCT approval. Oncor and CenterPoint have filed AMS deployment plans (Docket numbers 35639 and 35718). Enabling settlement at ERCOT will allow the market to utilize the full value of these systems.When the PUCT commented on PRR 755, Demand Response Program, the Commissioners asked stakeholders to develop a demand response solution that utilized Advanced Meters. In addition, this NPRR was developed after full consensus was reached during Project 34610, Implementation Project Relating to Advanced Metering.
