Texas SET Guides Version 1.6

This version of the Texas SET guides included Competitive Metering coding to meet the PUCT requirement date of 1/1/2004 along with several change controls detailing non-system changes (i.e. examples, gray boxes, verbiage changes).  to the Texas SET transactions.  It was implemented in December, 2003.
