Review of May 2007 meeting notes and action items to ensure the agenda is complete.

OGRR’s:

192 Combustion Turbine Governor Performance Test Forms:  This OGRR adds two new sections describing Combustion Turbine Governor Performance Testing Procedures based on actual and historical data. This OGRR provides additional instruction and submittal forms for Combustion Turbine Governor Performance Testing. (Posted February 8, 2007. To date OGRTF, Calpine, PSEG Texgen I, Tenaska, and TXU have provided comments)

197 Conforming Operating Guides to Protocol 21 and Other Market Guides:  This Operating Guide Revision Request (OGRR) conforms the revision process for the Operating Guide to Protocol Section 21 and other ERCOT market guides by:

- Requiring that an OGRR associated with an ERCOT project be assigned to the Unfunded Project List unless the project can be funded in the current ERCOT budget cycle based upon its priority and ranking;

- Providing specific guidelines for ROS to use when determining whether a OGRR should be considered urgent; and

- Proposing other formatting, stylistic, and administrative changes.


This OGRR also adds a new subsection pertaining to Nodal Operating Guide Revisions. Conformance to current ERCOT Protocols and other ERCOT market guides, and addition of Nodal Operating Guide Revision language. (Posted May 2, 2007 for comment)

 

198 Firm Load Shed Implementation Time Periods:  This Operating Guide Revision Request (OGRR) adds language to the current ERCOT Operating Guides to provide maximum time periods allowed for firm load shed implementation by Transmission and/or Distribution Service Providers (TDSPs) at the request of ERCOT System Operators when in EECP Step 4. Provides guidance to ERCOT Compliance in monitoring TDSPs response to firm load shed requests from ERCOT System Operators during EECP Step 4. (Posted May 9, 2007 for comment)

200 48 Hour Restoration (Companion to PRR722):  This Operating Guide Revision Request (OGRR) proposes language so that in the unlikely event of an ERCOT System shut down, ERCOT will return 90% of ERCOT peak load to pre-disturbed condition at or near 48 hours if a viable solution is available.  This OGRR is a companion to PRR722, 48 Hour Restoration. This OGRR defines a timeline for restoration following an ERCOT System shut down. (Posted May 23, 2007 for comment)

 

Draft Nodal Operating Guides:

Begin review of OWG comments on draft redline Nodal Operating Guides.

 

New Business:           Elizabeth Mansour with ERCOT PMO will discuss the Nodal Operating Guide Impact Analyses.

                                    Bob Spangler will discuss the NPRR on EECP.

Open Forum:              Discuss whether OGRTF will meet additional days in July and August.
