Description: This Nodal Protocol Revision Request (NPRR) aligns the Protocols with the current calculation used in the Energy Management System (EMS) to calculate Physical Responsive Capability (PRC), and adds capacity from Primary Frequency Response-capable Wind-powered Generation Resources (WGRs) to PRC.
Reason: This NPRR is aligns the Protocol language with the current PRC calculation in the EMS, and modifies the PRC calculation to represent appropriate frequency-responsive WGRs. The original Nodal Market design documents required any capacity from WGRs and nuclear Generation Resources above their current output level to be excluded from the calculation of PRC in the EMS. NPRR076, Synchronization of Emergency Electric Curtailment Plan (EECP) Event Realignment, modified Section 6.5.7.5 to add an equation for the calculation of PRC. The equation that was added to the Protocols as a result of NPRR076 did not exclude unloaded WGR and nuclear Generation Resource capacity. However, no change was made to the EMS design calculation of PRC as a result of NPRR076. Therefore, this NPRR excludes WGRs and nuclear Generation Resources from the PRC calculation, with the exception of Primary Frequency Response-capable WGRs.
