Description: This Nodal Protocol Revision Request (NPRR) requires re-registration as a Market Participant (MP) if they transfer Electric Service Identifiers (ESI IDs) from one Competitive Retailer (CR) to another using the Mass Transition process. This NPRR creates Section 16.1.1, Re-Registration as a Market Participant, to identify the circumstances in which an MP would have to re-register as an MP.
Reason: Implementing this NPRR will support the utilization of the current Mass Transition process as an interim solution for facilitating the transfer of ESI IDs from one CR to another, MPs will be required to re-register as an MP if they transfer ESI IDs using the Mass Transition process even though some or all of their ESI IDs were transferred as a result of an acquisition. This NPRR also outlines circumstances in which an MP would have to re-register as an MP.
