Description: Revise CRR granularity from whole MWs to tenths of MWs.
Reason: The increased granularity of CRR quantities will reduce the likelihood of CRRs being derated due to the quantity of previously awarded Congestion Rights being infeasible. It also minimizes the reduction in CRR Holder value which would result from truncating the quantity of CRRs allocated / awarded to whole MWs numbers.
