No reason for estimation in the 867 transaction.
Reason:
Operational/System Impact: CRs are not able to adequately discuss and estimated bill with the customer because more than likely a customer will question why is the bill estimated? There may be events where a estimation was caused because of customer’s dog, fence, gates, locks and other customer related reasons. These events could be remedied in the discussions with the customer if known prior to communicating with the customer because not all access issues are customer related.
Market Impact: The 867_03 transaction indicates when single or consecutive estimates occur for an ESI ID, adding a description could be helpful for a CR to discuss with their customer as a means for remedying or preventing future estimate.
