There exists an issue where CRs receive an 867_03 Final, without receiving a 814_06 transaction. Also, the reverse scenario also exists where the 814_06 is received without an 867_03 Final.
Reason:
Operational/System Impact: The TDSP and ERCOT have the ESI completed and de-energized for this CR, while the CR who is still missing either transaction does not show the ESI completed and closed, which causes an out of sync situation during this interval of time.
Market Impact: The ESI ID account shows and out of sync status for one trading partner vs. the others. How validation occurs in a CRs system on receipt of the 814_06, and the timing between when the 867_03 Final is sent and when the 814_06 is sent from ERCOT (2 days prior).
