An impact analysis was done by Accenture and it was determined that it would be costly and time consuming (in terms of system performance) to validate and reject pass through usage transactions for Non-ERCOT TDSP 867_03 transactions. Therefore, the systems will not reject transactions from Non-ERCOT TDSPs who choose to send the 867_03 to ERCOT.
