| Description: | This Nodal Protocol Revision Request (NPRR) clarifies that the $120 per MWh Energy Offer Curve floor for Non-Spinning Reserve (Non-Spin) capacity is the floor that is applicable to Quick Start Generation Resources (QSGRs) that are providing Non-Spin and are available for deployment by Security-Constrained Economic Dispatch (SCED) pursuant to Section 3.8.3, Quick Start Generation Resources. |
| Reason: | While it was the intent of NPRR428, Energy Offer Curve Requirements for Generation Resources Assigned Non-Spin Responsibility, that the $120 per MWh Energy Offer Curve floor for Non-Spin capacity be applicable to QSGRs that are made available for deployment by SCED, concerns were raised by Market Participants that this was not clearly stated within the Protocols. This NPRR remedies that concern. |
