Background

Status: Rejected
Date Posted: May 4, 2011
Sponsor: APX Power Markets
Urgent: No
Sections: 6.5.9.4.2
Description: This Nodal Protocol Revision Request (NPRR) adds an additional requirement for ERCOT to indicate which time period is being dispatched during their Emergency Interruptible Load Service (EILS) Verbal Dispatch Instruction (VDI) to the Qualified Scheduling Entity (QSE) Hotline during EEA Level 2B.
Reason: Currently when issuing an EEA Level 2B VDI, ERCOT requests Market Participants to "curtail Load consistent with their commitments", and Market Participants not committed for all EILS Time Periods are required to consider the current Operating Hour and refer to the EILS Time Period definitions before choosing whether or not to respond. Additional verbiage from ERCOT during the EILS deployment VDI referencing the current EILS Time Period would eliminate any ambiguity in the instructions based on the current time, and improve response times for Market Participants that are not contracted for all EILS Time Periods.
