Description: This Nodal Protocol Revision Request (NPRR) changes the Resource Category Startup Offer Generic Cap for a Wind Resource from a value of $7,200 to zero.
Reason: WMS requested that the Verifiable Cost Working Group (VCWG) review the generic startup cost for wind Resources and assign a value for the cap. The intent of the $7200 renewable cost for O & M was to focus on the recapturing of costs of hydro Resources. The cost of a wind Resource is not comparable to other renewable Resources and should have a unique category and an applicable generic O & M cost.
