Description: This NPRR revises Section 5.6.4.1.1 to clarify that the Capacity Shortfall Ratio Share includes DC Tie imports and exports; modifies the definition of the variable HASLADJ (High Ancillary Service Limit) used in calculating the Reliability Unit Commitment (RUC) Capacity Shortfall Ratio Share in Section 5.7.4. ; and modifies the definition of the variable LSL to reflect that its value is the same as the Low Sustained Limit (LSL) in the Current Operating Plan (COP).
Reason: The current language in Section 5.7.4.1.1 does not include DC Tie imports and exports when calculating the Qualified Scheduling Entity’s (QSE’s) Capacity at each RUC process. The inclusion of DC Tie activity is necessary to correctly reflect each QSE’s Capacity at each RUC process as specified in paragraph (3) of Section 4.4.4, DC Tie Schedules. Also, the current variable definition of ‘HASLADJ’ in Section 5.7.4, RUC Make Whole Charges, includes a specific concept that would be better presented be in a separate paragraph rather than the variable description.In addition, the definition of LSL in Section 5 needs clarification that the LSL value used in the RUC calculations will come from the COP and is not the telemetered value.
