Description:	This PRR clarifies and further details the long-term outage notification submission process for resources.
Reason:	To clarify and expand explanation options for long-term outages. This is necessary for ERCOT and Transmission and Distribution Service Provider (TDSP) modeling accuracy so that the transmission system can be planned and operated reliably.
