Description:	This revision proposes to include new subsections for Generating Unit Model Validation requirements made necessary by virtue of ERCOT participation in the NERC Field Test Standards.
Reason:	These subsections are being proposed to address the requirements listed in the NERC Field Test Standards (MOD-026-1 "Verification of Models and Data for Generator Excitation System Functions" and MOD-027-1 "Verification of Generator Unit Frequency Response"). These subsections are patterned after the current Western Electricity Coordinating Council (WECC) Generating Unit Model Validation Policy. For additional details, please see "Comments" below.
