Description: This Nodal Protocol Revision Request (NPRR) removes the applicability of the Reliability Must-Run (RMR) Incentive Factor to reservation and transportation costs associated with firm fuel supplies, which should be considered fuel costs. In addition, this NPRR separates costs in the RMR Standby Payment equation in Section 6.6.6.1 based on Incentive Factor applicability.
