ANTITRUST ADMONITION 

ERCOT strictly prohibits market participants and their employees who are participating in ERCOT activities from using their participation in ERCOT activities as a forum for engaging in practices or communications that violate the antitrust laws.  The ERCOT Board has approved guidelines for members of ERCOT Committees, subcommittees and working Groups to be reviewed and followed by each market participant attending ERCOT meetings.

  1. Review of February 15, 2005 meeting notes and action items to be sure the agenda is complete.
  2. OGRRs:  (Action Items in Bold)
    • 154 -- Generator Protection Requirements: Describes the operating conditions under which generators should stay connected. (Wayne Kemper agreed to revise the OGRR to incorporate the myriad comments received on the web site and from the Working Groups)
    • 155 -- Section 3 Corrections and Clarifications: Implements Protocol and Operating Guides reference corrections, Section title corrections, punctuation corrections, corrections to pre deregulation language, and defined term corrections. Removes redundant and unnecessary language. (TF to continue review and update process)
    • 162 -- Revision to Disturbance Monitoring: Makes GPS time synchronization a requirement, and clarifies location requirements to exclude 69 kV lines but include generator owned transmission above 100 kV. (TF to review posted comments)
    • 163 -- State Estimator Observability and Redundancy Requirements: This version includes sections 5 and 6 from the "State Estimator Observability and Redundancy Requirements" document, placed in the most appropriate Operating Guide section as determined by OGRTF, outlining ERCOT’s requirements and exemption process.  The sections have been added as new Operating Guide sections 8.1.6.2.1 and 8.1.6.2.2. (TF to review posted comments)
    • NEW -- Remove Section 3 Paragraphs on Enforcement: The subject matter in these sections is now addressed on the ERCOT Compliance web page and ERCOT Compliance has asked that these sections in the Guides be deleted. (David Darnell agreed to take this as an Action Item)
  3. Review of Protocol changes vs. Protocol references in the Guides:  (TF to continue review and update process)

    New Business:
  4. Willms (LCRA/TO) -- Transmission/Generation Outage Coordination: Discussion on the current approval process for Transmission and Generation outages, (reference OPG 2.3). Currently, there is limited coordination consideration given when opportunities to allow for coinciding outages with generation facilities and respective transmission facilities can be scheduled in the Outage Scheduler with less than the required 3-days notice. John Jonte (OTF) has agreed to assist in drafting language for an OGRR that will allow TDSPs and/or QSEs to schedule opportunity outages in the Outage Scheduler for approval with less than the 3-day notice requirement.
  5. John Jonte -- Operations Task Force:  John agreed to take an action item to draft language for an OGRR for the Annual Storm Drill requirements.
  6. Next OGRFT meeting will be on April 19th, at the Met Center in Austin, Room 209, from 09:30 to 16:00.
