Description: This Nodal Protocol Revision Request (NPRR) provides a long-term solution that was requested by Market Participants during the stakeholder review and approval of NPRR664, Fuel Index Price for Resource Definition and Real-Time Make-Whole Payments for Exceptional Fuel Cost Events. In substitution for the NPRR664 language that is removed by this NPRR, ERCOT proposes the following: • Allowing Qualified Scheduling Entities (QSEs) to submit weighted average fuel prices in the Mitigated Offer Cap (MOC) for Real-Time mitigation, and • Consolidation of the calculation of the MOC into a single equation for clarification.
