SHORT DESCRIPTION: All new requests to energize a Large Load or a Load netted with a Generation Resource or Energy Storage Resource (ESR) must be submitted to ERCOT via the appropriate form and receive ERCOT approval

INTENDED AUDIENCE: Transmission and/or Distribution Service Providers (TDSPs), Transmission Operators (TOs), Resource Entities (REs), Interconnecting Entities (IEs), Qualified Scheduling Entities (QSEs), and Interconnecting Large Load Entities (ILLEs)

LONG DESCRIPTION: Due to the significant impacts of Large Loads on the reliability of the ERCOT System and consistent with the process created in PGRR115, ERCOT has established a new Approval to Energize process to confirm all required modeling and telemetry is in place prior to the Initial Energization of a Large Load. The new process is effective immediately and applies to any Load studied as a Large Load, regardless of which planning process was used to evaluate the reliability of the interconnection (including, but not limited to, the interim Large Load interconnection process, the Regional Transmission Plan process, and the Regional Planning Group process). This process also applies regardless of the amount of peak Demand the Load will initially consume and the timeline for the Load to reach a level of peak Demand qualifying it as an operational Large Load.

Prior to seeking approval to energize a new Large Load not netted with a Generation Resource or ESR as described in Protocol Section 10.3.2.3, the interconnecting TDSP must complete the Request to Energize a New Standalone Large Load form, available on the Large Load Integration section of the ERCOT website. Once completed, the form must be submitted to LargeLoadInterconnection@ercot.com and approved by the ERCOT Large Load Integration department in writing. After receiving written approval from ERCOT, the TDSP or TO must contact the ERCOT control room prior to energizing the Large Load.

Additionally, the existing process for requesting energization of any new Load, including Large Loads, netted with a Generation Resource or ESR as described in Protocol Section 10.3.2.3 remains in effect. Prior to seeking approval to energize a new netted Load, the RE for the netted Resource must complete the Commissioning Checklist Part 1: Request for Energization of Resource Entity Equipment form, available on the Resource Integration section of the ERCOT website. Separately, for netted Inverter-Based Resources (IBRs), the RE of the netted IBR must complete the process outlined in Planning Guide Section 5.5(6)(a). Once completed, the form must be submitted to CommissioningRequests@ercot.com and an additional copy submitted as an attachment in RIOO-RS. The form must be approved by the ERCOT Resource Integration department in writing. After receiving written approval from ERCOT, the QSE must contact the ERCOT control room prior to energizing the Load. In addition, any net metering arrangement involving a Large Load and a stand-alone Generation Resource or Energy Storage Resource in existence as of September 1, 2025 will continue to be subject to the net metering review required under Public Utility Regulatory Act (PURA) section 39.169, as described in Market Notices M-B090225-01 and M-B090225-02.

Finally, Market Notice M-B062325-01 remains in effect. All new Large Electronic Loads (LELs) must complete the Dynamics Working Group (DWG) Large Load Survey and submit to the interconnecting TDSP and ERCOT dynamic models reflecting the Load's ride-through performance. ERCOT must evaluate each LEL in an ERCOT interim ride-through assessment before that Load may seek ERCOT's approval to energize. Please refer to the Market Notice for additional information.

ACTION REQUIRED: Prior to energizing a new Load subject to the requirements of this Notice not netted with a Generation Resource or ESR, the interconnecting TDSP must complete the Request to Energize a New Standalone Large Load form. Once completed, the form must be submitted to LargeLoadInterconnection@ercot.com and approved by the ERCOT Large Load Integration department in writing. After receiving written approval from ERCOT, the TDSP or TO must contact the ERCOT control room prior to energizing the Large Load.

REs should continue to use the existing process for requesting energization of any new netted Loads.
