SHORT DESCRIPTION: Access and familiarization of the Real-Time Operation Communications (RTOC) Tool - Qualified Scheduling Entities (QSE)

LONG DESCRIPTION: System Change Request (SCR 820) enhances the ERCOT Hotline communication process by introducing a web-based platform to support Real-Time bi-directional communication. This new RTOC tool is designed to facilitate communication between ERCOT, Transmission Operators (TOs), and QSEs with Resources during normal and emergency operations. The RTOC tool will have the ability to comply with three-part communications and keep Market Participants aware of system changes during normal and emergency periods. RTOC will continue the testing phase until NPRRs and NOGRRs can align to allow the tool to be used to enhance the current Hotline notifications. TO onboarding has been completed. ERCOT is now ready to start allowing QSE's with Resources to gain access in a controlled manner. ERCOT's first obligation is to identify the main QSE's that ERCOT communicates with via Hotline call. ERCOT requests that each QSE with Resources identify a primary contact(s) to their 24/7 control room operations. QSE's with Resources should contact ERCOT via the ERCOTRTOCSupport@ercot.com email providing the contact information. During this phase, QSE's will verify (via primary contact) that they have access to the tool to begin the testing phase.

- 03/30/2026 - Begins the soft launch of the RTOC tool, allowing TOs to submit initial access and become familiar with RTOC displays in preparation for testing. COMPLETED
- 04/06/2026 - 06/12/2026 - TO's testing window. During this period, TOs can login, receive test communications from ERCOT, acknowledge those messages, and provide replies within RTOC. At the end of the testing phase, test data requests will be deleted from the RTOC system. COMPLETED
- If onboarding for TOs progresses smoothly during testing, ERCOT will begin QSE initial access and commence testing. If there are any changes to QSE testing timelines, subsequent Market Notice(s) will include updated timelines.
- 06/29/2026 - 08/21/2026 (adjusted) - Window for initial QSE access and testing. TO's may continue testing any related applications within RTOC. QSE's and TOs are to use existing processes for outage requests for RTU, ICCP, Relays , and monitoring SOL exceedances via current GridGeo or CDR XML format. At the end of the testing phase, test data requests will be deleted from the RTOC system.
