SHORT DESCRIPTION: Update for the Nelson Sharpe - Rio Hondo, North Edinburg - Lobo, Valley Export , and East Texas Generic Transmission Constraints (GTCs) implementation

INTENDED AUDIENCE: ERCOT Market Participants

DAYS AFFECTED: December 3, 2021

LONG DESCRIPTION: ERCOT has identified updates to the Nelson Sharpe - Rio Hondo, North Edinburg – Lobo, and Valley Export GTCs based on the results of the Quarterly Stability Assessment (QSA) for Q4 of 2021, performed pursuant to Planning Guide Section 5.9 Quarterly Stability Assessment. These updates result from the installation of new Generation Resources in the region.

Additionally, the East Texas (EASTEX) GTC which has been effective since November 2017, has static Generic Transmission limits calculated through an off-line Voltage Security Assessment Tool (VSAT) study. Going forward, real-time VSAT calculations will be used to determine the Generic Transmission Limits.

Updates to the Nelson Sharpe - Rio Hondo, North Edinburg – Lobo, Valley Export ,and EASTEX GTCs have been delayed. The original implementation date of December 2, 2021 is now moved to December 3, 2021.

The purpose of this notice is to provide contemporaneous notification to all ERCOT Market Participants of the updates to the Nelson Sharpe - Rio Hondo, North Edinburg – Lobo, Valley Export, and EASTEX GTCs. ERCOT will begin enforcing the updated limits for these GTCs on December 3, 2021.

Details associated with all GTCs can be found on the ERCOT Market Information System (MIS) Grid, Transmission page under the Generic Transmission Constraints Methodology (EMIL ID NP3-770-M , Report ID 11425 ) Secure area. A Digital Certificate with role ICE_M_VIEW_ECEII is required to access this ECEII data.
