SHORT DESCRIPTION: 2025 Generation Information Reporting Requirement for Renewable and Green Energy Verification
INTENDED AUDIENCE: All owners of generation in Texas

LONG DESCRIPTION: As the registration agent specified in the Public Utility Commission of Texas's rule 16 Texas Administrative Code (TAC) Section 25.476, ERCOT requests that all generation owners submit certain emissions, generation output, and fuel mix information for all of their generation units in Texas, as required by 16 TAC Section 25.476(e)(3), for the purposes of creating individual generator scorecards and calculating statewide fuel and emissions data used in updating Electricity Facts Labels for Retail Electric Providers (REPs).
Accordingly, by March 1, 2026, all generation owners shall submit the following data to ERCOT for each of their generation units in Texas for calendar year 2025:
- For all ERCOT Polled Settlement (EPS) -metered generation units:
- Using a DocuSign process, generation owners shall submit the MWh-weighted average annual emissions rate, on an aggregate basis, for each of the following emission categories: carbon dioxide, nitrogen oxides, particulates, sulfur dioxide, and nuclear waste.
- EPS- metered generators do not need to submit their net generation output and fuel mix information as this information is available in ERCOT's settlement system.
- The emissions data will be requested using a DocuSign process and the files requesting that data will be distributed on February 2, 2026. The files will be distributed to the Authorized Representative, who can then assign the DocuSign envelope to the appropriate responder.
- For all generation units that are not EPS metered:
- Generation owners shall submit via email the MWh-weighted average annual emissions rate, on an aggregate basis, for each of the following emission categories: carbon dioxide, nitrogen oxides, particulates, sulfur dioxide, and nuclear waste.
- Generation owners shall also submit the net generation in MWh and fuel mix information. Information on appropriate categorization of fuels for purposes of Electric Facts Labeling is provided on the instruction tab of the attached spreadsheet to be used to submit this information.
- Please note that there is no change to the reporting process that has been used in the past for units that are not EPS metered.
ACTION REQUIRED: All generation owners must submit the required information by March 1, 2026. For generators that are not metered with EPS meters, use the attached spreadsheet named "2025 Generators with NO EPS Meters." The form is attached to this Market Notice and are also available on the Labeling of Electricity page of ERCOT.com. This form is submitted to ElectricityLabel@ercot.com. For generators with EPS Meters, a DocuSign envelope will be distributed on February 2, 2026 to the generator's Authorized Representative.
