SHORT DESCRIPTION: Batch Zero Verification and Community Impact RFIs:  RIOO RFI Tool Update to Restrict Visibility of Other Respondents' Submissions, and Posting of Question Reference Guides on the ERCOT Website

INTENDED AUDIENCE: Interconnecting Large Load Entities with projects conditionally included in Batch Zero, Developers of Data Centers 25 MW and Larger, Transmission and/or Distribution Service Providers, and Market Participants

LONG DESCRIPTION: Based on feedback it received at the September 11, 2026 workshop for the Batch Zero Eligibility Verification Request for Information (RFI), ERCOT has introduced new functionality into the Resource Integration and Ongoing Operations (RIOO) RFI tool that will further restrict the visibility of information submitted for both the Batch Zero Eligibility Verification RFI and the Data Center State and Community Impact RFI.

Specifically, for the Batch Zero Eligibility Verification RFI, this functionality will now:

• prevent the Interconnecting Transmission Service Provider (TSP) from seeing the responses submitted, including documents uploaded, by the Interconnecting Large Load Entity (ILLE) and the Interconnecting Distribution Service Provider (DSP);
• prevent the Interconnecting DSP from seeing the responses submitted, including documents uploaded, by the ILLE and the Interconnecting TSP;
• allow the ILLE to see all responses submitted by the Interconnecting TSP and Interconnecting DSP; and
• continue to allow each entity to see responses it has submitted.

Similarly, for the Data Center State and Community Impact RFI, this functionality will:

• prevent the submitting TSP or submitting DSP from seeing the responses submitted, including documents uploaded, by the data center developer; and
• continue to allow the data center developer to see the responses it has submitted.

The restriction on visibility extends to any designated contacts associated with the Interconnecting TSP or DSP, submitting TSP or DSP, and the ILLE. 

In addition, ERCOT has posted Question Reference Guides that include all of the instructions and questions issued for both RFIs.  ERCOT has posted a Question Reference Guide for each of the four Batch Zero eligibility pathways for which a Verification RFI has been issued.  These Question Reference Guides are posted to the Large Load Integration page.  The Question Reference Guide for the Data Center State and Community Impact RFI is posted to the Data Center State and Community Impact RFI page.
