SHORT DESCRIPTION: Proposal to Add EAP at Lobo 345 kV
INTENDED AUDIENCE: All Market Participants

LONG DESCRIPTION: ERCOT received a proposal to add an Extended Action Plan (EAP) for economic reasons at Lobo Substation. The proposal addresses the contingency loss of double-circuit Fowlerton to Lobo & Avanzada 345 kV lines (DFOAVLO5) overloading North Laredo Switch to Piloncillo (NLARSW_PILONC1) 138 kV line This congestion was observed during the months August 2025 - July 2026.
The proposed EAP is being reviewed by ERCOT. Per Nodal Operating Guide Section 11.8.1.(1)(b), ERCOT is issuing a Market Notice describing the proposal within five Business Days of receipt. Per Nodal Operating Guide Section 11.8.1(1)(c), ERCOT is providing the 30 day comment period for Market Participants. Please submit any comments to ras_cmp@ercot.com.

ACTION REQUIRED: Comments to this proposal are due to ERCOT by 5:00pm on December 03, 2026 using the attached form.
ADDITIONAL INFORMATION: ERCOT has posted the EAP proposal submission on the secure Market Information System (MIS) Transmission page under the Grid section titled the Submitted Remedial Action Schemes (RASs) and Constraint Management Plans (CMPs) report (EMIL ID NP3-614-M, Report ID 11419).
This notice is also being issued to Compliance contacts for all NERC registered Transmission Owners, Transmission Operators, Generation Operators, and Distribution Providers.
