SHORT DESCRIPTION: Batch Zero Conditional Classification issued to Transmission and/or Distribution Service Providers

INTENDED AUDIENCE: Interconnecting Large Load Entities, Transmission and/or Distribution Service Providers, and all other Market Participants

LONG DESCRIPTION:  ERCOT has notified each Interconnecting Distribution Service Provider (DSP) and Transmission Service Provider (TSP) (Interconnecting DSP/TSP) of ERCOT's provisional classification of the Large Loads submitted by the Interconnecting DSP/TSP for inclusion in Batch Zero. The information provided indicates whether each Large Load has been conditionally included in Batch Zero subject to one or more conditions, such as the Interconnecting Large Load Entity (ILLE) passing verification, the ILLE curing deficiencies in dynamic model data, or the Public Utility Commission of Texas (PUCT) granting ERCOT a good cause exception to allow the Large Load to qualify despite not meeting an applicable eligibility requirement at the time of submission. Failure to satisfy any applicable condition may disqualify the Large Load from Batch Zero.

If an ILLE disagrees with ERCOT's determination that the Large Load is excluded from Batch Zero, the ILLE may seek relief through ERCOT's Alternative Dispute Resolution (ADR) process under ERCOT Protocol Section 20.4. If Large Loads were submitted as base load under Planning Guide Section 9.2.1.1(1) but have been conditionally classified by ERCOT as studied load under Section 9.2.1.2(1), these Large Loads are eligible for the dispute and reconciliation process in Planning Guide Section 9.3.1(2)(a). The Interconnecting DSP/TSP must notify the ILLE of its reclassification within two Business Days of receiving this notice. An ILLE may dispute its conditional classification as studied load by completing the attached ERCOT Batch Zero Process: Section 9.3.1 Provisional Classification Dispute Form and returning it to the Interconnecting DSP/TSP. The Interconnecting DSP/TSP must then return the form to ERCOT. The applicable deadlines are specified in Section 9.3.1(2)(a)(i)-(iii) of the Planning Guide.

ERCOT will not seek a good cause exception for every Large Load that requested it. The good cause exceptions that ERCOT will not pursue have been provided to the Interconnecting DSP/TSP.

In some instances, ERCOT has conditionally determined that a Large Load submitted as energized under Planning Guide Section 9.2.1.1(1)(b) does not qualify under that subparagraph but may qualify under a different subparagraph. ERCOT will seek a separate good cause exception from the PUCT to allow these Large Loads to submit new eligibility materials under a different subparagraph of Section 9.2.1.1(1). ERCOT will allow fourteen Business Days from the issuance of notifying the Interconnecting DSP/TSP for the ILLE to submit eligibility materials for the Large Load to the Interconnecting DSP/TSP and for the Interconnecting DSP/TSP to submit those materials to ERCOT. If the ILLE fails to submit these materials, its Large Load will not be permitted to interconnect to the ERCOT transmission system until it is studied in a future interconnection process.

Large Loads included in Batch Zero are subject to the configuration requirements of Planning Guide Section 9.2.5(3). ERCOT will provide additional information regarding the application of these requirements at a future point in the Batch Zero Process.
