SHORT DESCRIPTION: Request for data concerning Demand Response capabilities - Q2 2026
INTENDED AUDIENCE: REPs and TDSPs

LONG DESCRIPTION: Under 16 Texas Administrative Code (TAC) Section 25.186 (Goal for Average Total Residential Load Reduction), a Retail Electric Provider (REP) with a responsive device program must submit quarterly data to ERCOT. REPs must use ERCOT's prescribed form and submit within 45 days after each calendar quarter ends. The required data includes:
- the electric service identifier (ESI ID) for each residential customer with smart appliances or devices enrolled in each responsive device program offered by the REP; and
- details of each demand response event, specifically the date, the start time, the stop time, and the ESI IDs deployed for each event.
ERCOT must file an annual report with the Public Utility Commission of Texas summarizing REP smart appliance and device program data. REPs may not enroll a residential customer in a responsive device program if that customer is also enrolled in an emergency program, such as a Transmission and Distribution Utility load management program under 16 TAC Sections 25.181-183. Therefore, to complete this report, ERCOT requires data from both REPs and Transmission and Distribution Service Providers (TDSPs).
ERCOT posts the applicable forms and instructional documents for quarterly data submission for REPs and TDSPs at https://www.ercot.com/services/programs/load under "Key Documents". Detailed formatting instructions are in ERCOT Protocols Section 22, Attachment T.
ACTION REQUIRED: ERCOT will send initial email notices (via DRSURVEY@ercot.com) to Authorized Representatives and associated contacts of REPs and TDSPs by the end of this week (July 17, 2026).
REPs that receive a notice email must respond to ERCOT's email upon receipt, stating whether they have a responsive device program. REPs with programs must submit Q2 2026 data to ERCOT by August 14, 2026.
TDSPs that receive a notice email must respond to ERCOT's email upon receipt, stating whether they have a load management program. TDSPs with programs must submit Q2 2026 data to ERCOT by August 14, 2026.
