SHORT DESCRIPTION: Process for submitting Nodal Operating Guide Revision Request (NOGRR) 245 ride-through data and Exemption Request Form

INTENDED AUDIENCE: Resource Entities (REs) and Interconnecting Entities (IEs) with transmission-connected Inverter Based Resources (IBRs), Type 1 Wind-Powered Generation Resources (WGRs), or Type 2 WGRs commissioned or in the interconnection process that submitted extension requests or a notice of intent to request an exemption

DAYS AFFECTED: September 15, 2025

LONG DESCRIPTION: On July 24, 2025, ERCOT sent Market Notice M-A010825-06 indicating the April 15, 2025 NOGRR245 submittals were deficient and establishing a new deadline of September 15, 2025 to correct those submissions. On August 8, 2025, ERCOT hosted NOGRR245 Workshop III to describe certain deficiencies and provide guidance to REs and IEs on expected information to meet data requirements in the Initial Frequency Ride-Through and Initial Voltage Ride-Through Capability Reports (IFRTCR / IVRTCR). To assist in the effort, ERCOT developed a data submission process to provide the required information via DocuSign and has placed the following templates in the Resource Integration area of its public website in the "Guides" section: (i) IFRTCR, (ii) IVRTCR, and (iii) Exemption Request Form. REs/IEs can download those forms to begin working on them until ERCOT issues the DocuSign envelopes. ERCOT intends to send DocuSign envelopes to RE/IE Authorized Representatives on or before Friday, August 22, 2025.

By September 15, 2025, the RE/IE requesting an extension or exemption for a Resource must submit to ERCOT via DocuSign envelope:

  • All the information required in Nodal Operating Guide (NOG) section 2.11.1(1) and 2.11.2(1) (as applicable) including a model accurately representing post-modification expected performance reflecting all technical ride-through limitations; and
  • An Exemption Request Form if requesting an exemption in accordance with PUC Subst. R. 25.517(a) and (c).


ACTION REQUIRED: By 17:00 Central Prevailing Time on September 15, 2025, the RE/IE for any Resource requesting an extension or exemption must provide ERCOT the following: (i) IFRTCR/IVRTCR (as applicable), (ii) the model required in NOG sections 2.11.1(1)(l) and 2.11.2(1)(l) and, if requesting an exemption, (iii) an Exemption Request Form.

ADDITIONAL INFORMATION: REs/IEs must submit the models required in NOG sections 2.11.1(1)(l) and 2.11.2(1)(l) via ERCOT's Resource Integration and Ongoing Operations (RIOO) system and include the RIOO Change Request number in the IFRTCR and/or IVRTCR.
