SHORT DESCRIPTION: Implementation Details of NPRR899

INTENDED AUDIENCE: All Market Participants, User Security Administrators (USAs)

DAY AFFECTED: September 1, 2019

LONG DESCRIPTION: On September 1, 2019, Protocol language related to Nodal Protocol Revision Request (NPRR) 899, Digital Certificate and User Security Administrator Clarifications and Opt Out Procedure, will be implemented. NPRR899 creates a new process by which qualified Market Participants can request to opt out of receiving Digital Certificates and having to appoint a User Security Administrator (USA); clarifies ambiguous requirements Digital Certificate holders must meet to receive and continue to hold Digital Certificates; and clarifies that a USA may be responsible for managing access to certain ERCOT computer systems that do not require Digital Certificates, such as the online Resource Integration and Ongoing Operations (RIOO) system.

The only Market Particpants that will be eligible to optout of receiving Digital Certifciates and appointing a USA as described above are Municipally Owned Utilities (MOUs) and Electric Cooperatives (ECs) that are registered as Distribution Service Providers (DSPs) and/or Load Serving Entities (LSEs).

If ERCOT determines that a Market Participant is qualified to opt out, that Market Participant will not have the ability to request or utilize Digital Certificates or access to the Market Information System (MIS). This NPRR also allows a qualified Market Participant that has previously opted out of receiving Digital Certificates to opt back in, and therefore become eligible to receive Digital Certificates.
