SHORT DESCRIPTION: Implementation Details of NPRR989/NOGRR204 (partial) and NPRR1038

INTENDED AUDIENCE: All Market Participants

DAYS AFFECTED: April 1, 2024

LONG DESCRIPTION:  On April 1, 2024, Protocol language associated with Nodal Protocol Revision Request (NPRR) 989, BESTF-1 Energy Storage Resource Technical Requirements, and Nodal Operating Guide language associated with Nodal Operating Guide Revision Request (NOGRR) 204, Related to NPRR989, BESTF-1 Energy Storage Resource Technical Requirements, will be partially implemented. Additionally, Protocol language associated with NPRR1038, BESTF-8 Limited Exemption from Reactive Power Requirements for Certain Energy Storage Resources, will be implemented.

The partial implementation of NPRR989 and NOGRR204:

  • Will add explicit references to the term "Energy Storage Resource" in place of references to "Generation Resource" in Voltage Support Service and ride-through performance requirements.
  • Aligns other ESR technical requirements with those already in place for Generation Resources.

NPRR1038 establishes a limited exemption from Reactive Power requirements for certain Energy Storage Resources.  ERCOT will communicate with the Authorized Representative for each Resource Entity associated with an eligible ESR about how to submit the attestation needed to claim the exemption.

  • 8.5.1, Generation Resource, Energy Storage Resource, and QSE Participation

Nodal Operating Guide Sections:

  • 2.2.10, Generation Resource and Energy Storage Resource Response Time Requirements
  • 2.3, Ancillary Services (Voltage Support Service (VSS) language only)
  • 2.7.1, Introduction
  • 2.7.2, Maintaining Voltage Profile
  • 2.7.3.2, ERCOT Responsibilities
  • 2.7.3.3, TO/TSP Responsibilities
  • 2.7.3.4, QSE Responsibilities
  • 2.7.3.5, Resource Entity Responsibilities and Generation Resource and Energy Storage Resource Requirements
  • 2.9, Voltage Ride-Through Requirements for Generation Resources and Energy Storage Resources
  • 2.9.1, Voltage Ride-Through Requirements for Intermittent Renewable Resources and Energy Storage Resources Connected to the ERCOT Transmission Grid

The remaining Protocol language related to NPRR989 and Nodal Operating Guide language related to NOGRR204 will be implemented at a later date.

ADDITIONAL INFORMATION:  Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, and Nodal Operating Guide Section 1.3.5, Nodal Operating Guide Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
