M-A072022-01 Partial Implementation details of NPRR1120, Create Firm Fuel Supply Service

SHORT DESCRIPTION: Partial Implementation details of NPRR1120, Create Firm Fuel Supply Service 

INTENDED AUDIENCE: All Market Participants

DAY AFFECTED: August 1, 2022

LONG DESCRIPTION: On August 1, 2022, Protocol language associated with Nodal Protocol Revision Request (NPRR) 1120, Create Firm Fuel Supply Service, will be partially implemented. 

Consistent with directives from the Legislature requiring ancillary or reliability services to address reliability during extreme cold weather conditions and the Public Utility Commission of Texas (PUCT) order for ERCOT to develop a firm-fuel product that provides additional grid reliability and resiliency during extreme cold weather and compensates generation resources that meet a higher resiliency standard, ERCOT will unbox language that is not related to system changes and make active the process regarding the Request for Proposal (RFP) for Firm Fuel Supply Service (FFSS) and the "Firm Fuel Supply Service" and Firm Fuel Supply Service Resource "FFSSR" definitions.

Specifically, language in the following Sections will be unboxed:

  • Paragraph (1)(g) of Section 1.3.1.2, Items Considered Protected Information
  • Firm Fuel Supply Service (FFSS) definition in Section 2.1, Definitions
  • Firm Fuel Supply Service Resource (FFSSR) definition in Section 2.1
  • Paragraph (3) of Section 3.1.4.3, Reporting for Planned Outages, Maintenance Outages, and Rescheduled Outages of Resource and Transmission Facilities
  • Paragraph (7) of Section 3.9, Current Operating Plan (COP)
  • Section 3.14.5, Firm Fuel Supply Service

The remaining Protocol language related to NPRR1120 will be implemented at a later date.

ADDITIONAL INFORMATION: Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
