SHORT DESCRIPTION: Implementation Details of NPRR1120, Create Firm Fuel Supply Service

DAYS AFFECTED: November 14 & 15, 2022
LONG DESCRIPTION: On November 15, 2022, remaining Protocol language associated with Nodal Protocol Revision Request (NPRR) 1120, Create Firm Fuel Supply Service, will be implemented.
Reminder of expected market submissions:
- November 14, 2022 - Availability Plans for a Firm Fuel Supply Service Resource (FFSSR) due for all Operating Days within the next 14 days, with continuing daily obligation to provide Availability Plans thereafter
- November 15, 2022- First Operating Day for start of FFSS Obligation Period
NPRR1120 introduces the following Settlement System changes to the Nodal Protocols:
- Section 6.6.14.2, Firm Fuel Supply Service Hourly Standby Fee Payment and Fuel Replacement Cost Recovery – Establishes new Settlement equations to determine the Firm Fuel Supply Service Amount to be paid to each QSE representing an FFSS Resource.
- Section 6.6.14.3, Firm Fuel Supply Service Capacity Charge – Establishes a new Settlement equation to allocate the total Firm Fuel Supply Service capacity and fuel replacement payment to the QSEs representing Loads based on an hourly Load Ratio Share.

ACTION REQUIRED: Impacted Market Participants should implement changes to their shadow Settlement systems to incorporate the Protocol revisions made by NPRR1120.
ADDITIONAL INFORMATION: Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
