SHORT DESCRIPTION: Lifting of the Distribution Generation Resource/Distribution Energy Storage Resource (DGR/DESR) Moratorium and Implementation of NPRR1016, NOGRR212, and PGRR082

INTENDED AUDIENCE: ERCOT Market Participants, Resource Entities

DAY AFFECTED: January 1, 2022

LONG DESCRIPTION: On January 1, 2022, ERCOT will lift the moratorium on the interconnection of Distribution Generation Resources (DGR) and Distributed Energy Storage Resources (DESR).  On that date, any entity that wishes to interconnect a new DGR or DESR may initiate a Generator Interconnection or Modification (GIM) request in accordance with the procedures established in Planning Guide Revision Request (PGRR) 082, Revise Section 5 and Establish Small Generation Interconnection Process, which will take effect on that date. GIM requests should be submitted via the RIOO-IS system.

In 2019, ERCOT imposed a moratorium on the interconnection of DGRs (including DESRs), as further described in Market Notice M-A092619-01, in order to allow for the development and implementation of appropriate rules and requirements for DGRs.

In 2020, the ERCOT Board of Directors approved revisions to ERCOT rules that were intended to address these DGR-related risks.  The approved revision requests include:

These revisions establish appropriate rules for interconnection, modeling, coordination, and operation of DGRs and DESRs.  RRGRR026 took effect on September 1, 2020.  ERCOT will implement the remaining Revision Requests on January 1, 2022.
