SHORT DESCRIPTION:  Market Participant Testing details for NPRR758

INTENDED AUDIENCE:  Transmission Service Providers

DAY AFFECTED:  August 3, 2017

LONG DESCRIPTION:  The ERCOT Market Operations Test Environment (MOTE) will be available for Market Participant testing of system changes related to NPRR758 beginning on August 3, 2017.  Prior to the implementation of the Outage Scheduler Enhancements and XML Schema Definition (XSD) changes in the production environment, ERCOT will make its Outage Scheduler system available in MOTE for Transmission Services Providers (TSPs) to evaluate their ability to validate the new Rescheduled outage type via the Outage Scheduler Application Programmatic Interface (API) or User Interface.

 

To submit Planned Transmission Outages eligible for Rescheduling:

·         Use the High Impact Transmission Elements list posted on the ERCOT MIS at Grid>Transmission>Transmission Outages to locate High Impact Outages for Transmission Facilities in your area of responsibility. 

·         When selecting High Impact Outage transmission elements, HIO equipment will be designated with a “Y” in the HIO columns on the equipment selection screens.

·         Submit Planned Starts greater than 90 days from the submittal date for all test Outages.

·         Submit multiple single element outages on equipment shown on the Major Transmission Elements list.

·         Submit multiple High Impact Group Outages with a varying selection of HIO elements. To classify as a High Impact Outage, the Group must have at least one HIO element selected.

·         Each Business Day during MOTE, all Planned Transmission High Impact Outages submitted with a Planned Start greater than 90 days in advance with an Outage Status of “Received at ERCOT” (RatE) will be approved between 16:00 and 17:00 hours.  

·         After the HIO Outages have been approved, the Market Participant must send an email to OS-MOTE@ercot.com requesting the preferred Outage Identifiers (i.e. ERC00123456) which they would like converted to Rescheduled Outages. A confirmation email will be sent after the change has been implemented.

SHORT DESCRIPTION:  Implementation of NPRR758, Improved Transparency for Outages Potentially having a High Economic Impact (Rescheduled Outages)

INTENDED AUDIENCE:  Transmission Service Providers

DAY AFFECTED:  August 29 – 31, 2017

LONG DESCRIPTION:  ERCOT will be implementing changes to the Outage Scheduler for the remaining grey-boxed portion of Nodal Protocol Revision Request (NPRR) 758, Improved Transparency for Outages Potentially Having a High Economic Impact, between August 29 and August 31. 

This NPRR will:

·         Identify Outages that have historically resulted in high congestion costs, as adjusted through a stakeholder review process to account for upgrades and other changes that would affect the fidelity of this list as an indicator of Outages that might cause future congestion;

·         Encourage earlier submission of these Outages;

·         Formalize the process of rescheduling these Outages when they must be moved due to Forced Outages or later-arriving generator Outages; and

·         Provide improved transparency to Market Participants when Outages with this potential congestion impact are submitted with less than 90 days’ notice. 

Specific items within this NPRR include:

·         Posting of High Impact Outages (HIOs) requested 90 days or less; and

·         Introduction of a Rescheduled Outage type in the Outage Scheduler

ADDITIONAL INFORMATION:  With the implementation of NPRR758, a draft XSD, ERCOT Outage Types – DRAFT, has been posted to the ERCOT website.  In addition, a new Current Day Reports XSD has been posted to the ERCOT website.  The XSDs can be found on the ERCOT website at http://www.ercot.com/services/mdt/index.html.
