SHORT DESCRIPTION: Request for known outages to address NERC Reliability Standard TPL-001
INTENDED AUDIENCE: NERC-registered Transmission Owners (TOs) and Transmission Planners (TPs) in the ERCOT Region and ERCOT-registered TDSPs
DAYS AFFECTED: July 14, 2025
LONG DESCRIPTION: NERC Reliability Standard TPL-001 requires Planning Assessment studies to include "known outage(s) of generation or Transmission Facility(ies)."
To address this requirement, ERCOT requests that each NERC-registered TO and TP in the ERCOT Region and each ERCOT-registered TDSP identify known outages of equipment (including, but not limited to, transmission lines, transformers, and series or shunt devices) for study years 2027 through 2031 and provide this information to ERCOT. For each outage, each entity should provide the study year that the outage is projected to be active and indicate whether the outage will affect the summer peak timeframe (for study years 2027 through 2031) and the Off-Peak timeframe (for study year 2028). Each entity should also provide a technical rationale for the selection of the outages it submits.
ERCOT will use this information in the creation of study models for its Planning Assessment. Please note that Parts 2.1.4 and 2.4.4 of Requirement R2 of TPL-001-5.1 state, "Known outage(s) shall not be excluded solely based upon outage duration."
ACTION REQUIRED: By July 14, 2025, each NERC-registered TO and TP in the ERCOT Region and each ERCOT-registered TDSP shall provide a written response to this request identifying known outages of Transmission Facilities for study years 2027 through 2031. Please email responses to RTP@ercot.com and please include "[Known Outages - Transmission]" in the subject line.
Any entity from which no response is received by July 14, 2025, will be presumed to have no known outages of Transmission Facilities for study years 2027 through 2031.
ADDITIONAL INFORMATION: Please provide the information requested in the 2025RTP_TransmissionKnownOutageTemplate attachment along with the technical rationale for the selection of the outages.
